I really think it is "Youse-ley"; or "OOze-ley".  The name comes from the river Ouse in England, pronounced  Youse or OOze

You are right,  it is OWZ-lee...  We have an Ousley Jr. High nearby and that is the way it is pronounced by  everyone here in Arlington, Texas!!
