Check out Sigalert.com for the latest traffic conditions but during that time frame; I suggest you leave San Bernadino no later than  6PM though 5:30 is better.  Pay for the toll road and take...Hwy 243?  It will dump you out on Gymboree.

The 91 west will be congested at that time.  You could buy fastrak if you will be doing this regularly.  You could also use Metrolink, which has a line called "Inland Empire to Orange County".
