I don't think I understand the second part of your question. The weather in Quebec is pretty cold in winter and warm in summer. It's a pretty large province however so that fluctuates depending on where you want to go in Quebec. Check the weather channel?

I was in Quebec city last week, it snowed but not much and generally it was pretty sunny - just like I like winter break!
