Opinions vary on how a vampire is formed:  Hellsing (anime) insists that only virgins bitten by a vampire of the opposite s*x can be turned into vampires; non-virgins and/or same s*x bitees turn into "ghouls".  However, Angel and Dracula (and as far as  I know most other vampire stories) follow a more traditional idea that the vampire and the bitee must exchange blood (vampire bites their victim, victim drinks the vampire's blood) and then the  bitee must die.

Vampires experience bloodlust similar to the way a starving animal would go crazy when surrounded by their favorite food.  When a hungry vampire is in close quarters with a lot of blood they can go "feral" and start attacking for food.  Hence why most of the time the good vampires are careful to drink animal or donated blood rather than just going hungry... not only will they get weak and dusty, but they're also at risk for attacking innocent people out of starvation.
