It is enforced the same way as any other traffic violation. If the police catch them, they ticket them.

have to go through the city council member for your distict and file a complant with the neigbors signitures in the neighborhood ,so they can put up a no truck sign for your street.and if have a sign already can call police and report the truck and ask them to keep an eye out around the same times the trucks are on the street.so they can do something about it...
