    grounds for war.

    storage: maximising capture of rain (rainwater tanks etc)

    minimise loss through evaporation by storing underground.

  4. I think it would be managed by who ever is nearby. If there's water where you live, you better make sure it stay there, because if not, bad things are gonna happen.
