How it is possible that my proposal for dissertation rejected after approval ?

Question

I submitted my trial proposal and our professor has passed everything and told me its perfect and passed so i just submitted again the same material as my formal proposal and just changed something in it according to his feed back. But now in the results he has failed my dissertation proposal, i haven't received any feedback yet. In my uni, i was bit like anti muslim so i feel i am paying for that because it's uni dominated mostly by Muslim students. I want to know how to complaint against it.
