Wow, two of these answers would have me saying, "absolutely not!"

My wife and I communicate. If she wanted to go out more she'd ask, or if I wanted to I'd ask. I would not just say, "We're going out" and neither would she. WE WOULD PLAN to go out.

We plan date nights that get us out of the house, and this allows us to do things we can't just drop everything to do on some silly whim.

One thing, though. Remember that restaurants are far more expensive than cooking at home, even places like Applebees or Chili's. It may not be that your husband doesn't want to take you out, but rather that your finances are such that it can be a strain TO take you out. As I said earlier, COMMUNICATE.

Don't ask permission.  When he comes home and asks what is for dinner.  Tell him he is taking you out.
