How legit is this (website/cell phone)?

Apparently starting tomorrow cell phone numbers will be made public, meaning we'll be getting those telemarketers calling our CELL PHONES. There is a website where you can register your phone so that you don't get these calls...

My questions is, is this whole deal true? I don't want to register if it isn't legitimate...if anyone knows anything on this issue, please share.
