How long after an incident do the police have to send you a ticket?

A friend of mine was involved in a minor accident. (She was backing out of the driveway and hit someone traveling down the road) The police were called and came out and did whatever they need to do, etc. No tickets were issued at the time and everyone went on their way.

Over two months later my friend receives a ticket for "backing up unsafely" with instructions to sign the ticket, return and a court date.

How long after an incident can someone be sent a ticket?
