  1. Depending on why you were refused in the first place, you can reapply right away. You just need to submit more information to clarify why you are coming to the US. It all depends if you have "strong ties" with the country you are leaving from to go to the US. The person at the US embassy or consulate is the one who determines that. Strong ties could mean having close family, a job in the country you are living in and the economic situation of your country. The US government basically want to make sure you leave the US at the end of your visa. If you overstay your visa, you are barred from entering the US for ten years. If you have a criminal record, and it is considered a felony here in the US, and a crime of moral parpitude (rape, murder) , you are probably barred for life.
