How long before the city of Chengde and area will be up and running again?

Question

As you might know, the area around central China (near Chengde) has been struck by a large-magnitude earthquake causing tens of thousands of lost lives and destruction.

How long do you reckon it will be before that area is returned back to normal?

Since there are additional after shocks, longer that was thought.  Based on reports of the rescue efforts the answer would be "mostly back in action - soon; back to previous - years."
