yes it does.  He changed it once so he could run in 2006, he will change them again and never have to run again.

Oil is down to $50 a barrel. projections show that his spending orgy from $65 a barrel oil last year will bankrupt the country at $43 a barrel.  Drastic cuts will cause social unrest.  that is why he bought so much military hardware last year - to repress the coming unrest
