  1. read  what ever is posted  usually 15 days they will come tell you if you been there too long dont worry

  2. Most federally designated anchorages are not meant for pleasure craft.  Normally they are for commercial ships waiting to load, unload or for pilots.  Often they are in fairly open water and would not make for a good anchorage.  You could also be in danger of not being seen due to small size.

  3. Look on the official chart for the anchorage you are interested in.  There is usually a note on the chart regarding use.  It may refer you to the Coast Pilot.  All US water charts and Coast Pilots can be downloaded free from NOAA.

For example, The chart showing the designated anchorage area east of Sterns Wharf in Santa Barbara states "For additional information concerning the use of this area, contact the Harbormaster's office at (805) 561-5530"

That's the 'right' way to find out.  The way I usually find out how long I can anchor is to just drop the hook and wait for someone to come along and tell me what I'm doing wrong.  Be aware that who ever comes along might not have the authority to make you move.  For instance I was anchored off Ventura Pier and the Ventura Harbormaster came out and tried to make me move.  I politely pointed out he had no authority to do so.  Sometimes it pays to know the rules, even if you don't plan on following them.
