Duration of visa validity (and visa fees) is based on international reciprocity.  For example, if you are from India, you might be eligible for a 10-year visa.  If you are from a different country, you might only be allowed a maximum validity of one or two years.  Note:  The visa validity is the time within which you must seek to enter the US; it is not the length of time that you may legally remain in the US - that is determined by the CBP officers at the Port of Entry (generally no more than 6-months).
