I have had bantams lay for 2 or three weeks before they finally set.  If the egg has been left untended for more than three weeks, it probably won't hatch.  I use to collect the eggs and could hold them for a couple of weeks.  Then, you can put them in a nest all together and see if a hen will set, or you can put them in an incubator.  If a hen starts setting, it will take 19 to 23 days for them to hatch.
