I think this depends on the person, and how much of a conscience they have.  Some people lie so much that they start to believe those lies, and for them, it would not matter.  Others have a distinct boundary between right and wrong and could decide that the truth will set them free.

If a poor person lies then they are punished with all the force that the state can muster.  Frequently poor people are punished with all that might just to 'protect' the state.  If a powerful, be it from wealth or political, deceives the whole world, then that untruth is protected until such times as it makes no difference (hundreds of years).  To progress in life one needs to possess only one quality; the ability to deceive.  Everything that politicians say is easily disproved, religion is the same, and just look at the rubbish that populates most middle manager posts the world over.
