  1. Six months without a visa

If you are a national of the United States, Canada or Australia, or live legally in those countries, you don't need to apply for a tourist visa to enter the United Kingdom. Visas, usually for visits of up to six months, are granted on entry, when you present your passport, as long as you satisfy the immigration officer that the purpose of your visit satisfies UK Immigration Rules. There is no charge for visas granted on entry.

  2. In England, you can call the American Embassy in London or an American Consulate (usually in major cities, just as there many foreign consulates in San Francisco, for trade, banking and other economic concerns).

Your friend in the U.S. can call the British Embassy in Washington DC, etc. You might also Google "English visa requirements for Americans" and see what pops up. Or he can call the State Department in DC...or Google his way to an answer.
