Declare now, it will save you getting more tax to pay for, by that I mean if you intend to pay monthly, do not let the months build up

You will be charged from when you moved into the property, so if I was you I would declare it now

You should inform the council as soon as you move in, or before, since the council tax would be due from the moment you moved in/took the lease on (whichever is the earliest). I think there may be rules about living somewhere for less than 6 months, but the council still need to be told straight away.
