You should water when the ground is dry and then add 1" of water.

Dry ground -- stick your finger in the soil up to the first joint.  Is it dry or wet?

One inch (1") of water -- use several coffee cans placed around the garden and water your plants.  Stop when their is 1" of water in the can.  No, it doesn't matter if you use a one or two pound can.  In fact, any cylinder-like container will work.
