just for the flu season of that year.  scientists try and find the strands of flu that they think will be most prevalent that year.  based on their research, they develop the shot.  sometimes they miss and strand/s are not represented.   in this case people with that particular strand of the flu will still get the flu even though they had the flu shot.  hope this helps.
