If you are talking about a new tank that you have just set up, you need to learn about how to cycle a tank. You can cycle with a couple of fish but if you put too many in right away, they will likely die.

If you have an established tank and just want to know how long it takes for the water to be safe after you add dechlorination drops, most of them say they dechlorinate instantly. I have not had a problem just adding the drops, swirling the water and then adding it to the tank right away. To be really safe you can let the water sit for a half hour but I don't usually do that.

If you added water conditioner, it usually takes effect pretty quickly. Like said above if it is a brand new tank you need to let it cycle. Try getting your water tested from your local fish store and see what they say. When i first started out i had them test the water and then i just bought one fish to see is he survived the first couple of days. Then i slowly started adding more. However, if your tank is not new then you are probably fine with just waiting about 15-20 minutes before you put it in with the fish.

If it's a new tank you need to cycle it for at least 4 weeks until it's ready. If it's not a new tank, put them in it's fine.

i dont think you do, i had fish and i dont remember any waiting time after doing that.

  Dechlorinator works nearly instantly, if it didn't Python water change products would not work anywhere near as well as they do.
