How long do my bangs need to be to be "scene or emo"?

Right now my bangs are somewhere to my eyebrows when straight down. How long should they be so I can brush them to the side over one eye? Also, should the hair on the side I want to brush it to be longer than the rest?

I have a long fringe. The longest part is about up to my mouth and it's swept over to the left side. The hair on the side doesn't need to be longer that the rest. Mine is but only just slightly. I hate this hairstyle though. People keep calling me scene and it gets annoying so be careful.
