How long do you have to wait after applying for a visa before applying for a new one?

I have been waiting to go and stay with my Dad in the uk since he left. I have finally finished school, but found out that since he is British by descent, although he has lived there for over 12 years I cannot obtain a British passport. After ALOT of enquiry, we finally opted for a settlement Visa, which has cost my father ZAR8000. They denied my visa, and I have appealed, but I don't know how long the appeal will take. I can't make any plans for my life, studying, or work till I found out. We thought that maybe we should just apply for another, but I hear that you have to wait a year and that it is unlikely that they grant you another after refusing one. I don't know what to do.....
