How long do you leave tea bags under your eyes?

To relieve under eye bags. How long do you leave the tea bags on, and do they have to be wet or dry ?

They need to be wet, and half an hour is plenty.  If this doesn't work, an even better solution, believe it or not, is hemorrhoid cream.  I know it sounds weird, but it shrinks the bags away rally well.  Models use it a lot.
