How long does European customs hold your package?

I live in Germany, and I ordered an Ipod from the US 3 weeks ago. Seeing that letters I've sent have made it in about 6 days and vice versa, I'm assuming it's in the customs office. But come on, it's been 3 weeks now! How long does it take them to assess a tax and contact me so I can go get it? This is getting frustrating!

I have sent myself packages in the past from the states to Hungary.

Took about 6 weeks, customs went through everything and had to re-pack and tape back my box.
