HIV, like any other virus, is not alive. It does not "die" outside the body, it just gets destroyed by the outside environment. Because of this, HIV does not survive well outside the body. In artificially high concentrations produced in the lab, HIV drying that occurs outside of the body reduces the number of infectious viral particles by 99 percent in just a few hours.

Once a body fluid that contains HIV is outside the body it starts to die, when the fluid id dry the HIV is gone, and will not regenerate even if the fluid becomes wet.
