  2. During the Equinox.  It could only be a metres but Earth's survey and positioning is pretty accurate.

  3. If there is such a thing as absolute north and south, it can't vary because it is absolute.  The definition of absolute is invarying.

I can't figure out what you mean by "absolute".  The North/South Pole points in a direction in space that changes slowly over the years (precession).  It takes about 76 years for this direction to change by 1 degree; that's equivalent to 4 meters a day.  On top of this, there is a "nutation" cycle of about 277 meters over 18.6 years, or 0.25 m per day.  Precession and nutation are motions of the whole Earth.

    Then there is "pole wander", which is the motion of the Earth's crust under the poles.  To someone standing on the Earth, like us, it looks like a motion of the pole on the surface of the Earth.  This is mostly a drift + cycle; the drift is less than 1 mm per day, and the cycle is about 0.1 m per day.
