Depends on how much water is in the glass, and how broad it is.  You're talking about heat transfer (transfering heat from the water in the glass to the surrounding air) and that depends on the available surface area for transfering heat.  8 oz of water in a short, wide glass will take longer to freeze than 8 oz of water in a tall skinny glass.
