so that a new renter can move in? And don't you have to put down a deposit before they even start doing the painting and putting in new carpet for that one particular renter?

  1. It depends completely on the apartment management, and who they hire to do their work. The paint and carpet could be done in a day or two, or it could take a few weeks.

Whether you have to put the deposit down first is also a matter that's completely up to the management of that particular apartment complex. There's no firm rules for this type of thing.

  2. It only takes a couple of days to get an apartment ready to rent. It's up to the management if they want a "market ready" apartment or if they want to let the renter pick out the carpet color, etc. Usually they just make everything a neutral color.

  3. Do not give the money until you can see your new carpet and paint.  Half of the questions on this website are from people who "trusted" that their apartment was getting new carpet and somehow it never arrived. /
