When we have two full moons in any given month that is called a blue moon. When we have two new moons in any given month, such as August of this year, we consider that a dark moon.     28 days is simply incorrect.

    The way you worded your question rules out the 27.3 day sidereal cycle, as well.  The "cycle" you are referring to is its phase cycle, or synodic month.  That is the time between two consecutive occurrences of the same exact phase.  That's 29.5.
