  1. Depends what your talking about a traffic report (Incident Report) usually 2 to 3 days depending on the Officer and if there has to be an investigation.  On the other hand if your talking about an accident report in the state of Texas an officer has ten days to turn in report.

  3. Are you talking about a ticket or a wreck traffic report? In Texas police don't write reports for tickets only wrecks and they are normally available in 24 hours.
