  2. Just to clarify, you need to qualify for a permanent resident visa in the first place by having an occupation we need and meeting the other requirements detailed by tuppenybitz. It usually takes about 12 months to process that type of visa application.

    Becoming a permanent resident isn't a case of living here temporarily for some specified period of time which then qualifies you for PR as is the case in some other countries.

    EDIT:

    You have to live here for at least 4 years including at least 1 year as a PR before you can apply for citizenship.

    You can apply for immigration to Australia as a Permanent Resident - follow the link to the very informative government site for details on who might qualify for immigration. Once you have been in Australia for 2 years as a PR, you can apply for Citizenship.
