  1. Not sure about Norway. There are some countries that do not allow people to move there. I know that Switzerland requires a person to have at least $500.000 in assets to move to their country.

  2. It depends on a lot of factors.  Your language skills, your location, your age, your experience, your attitude, and (sadly) your ethnicity.

Language is going to be the biggest obstacle to generallty being "accepted."  Having strong English language skills will get you a long way in daily life, since most teenagers and adults are fluent in English.  This means that you can go shopping and get around esaily.  However, when it comes to finding work, getting to know people, understanding forms and policies, etc, knowing the language is especially important.

In the larger cities, there are larger immigrant communities, and the people are the society is generally more cosmopolitan.  Norwegians are not known to be particularly outgoing, but usually find those in the more urban areas to be a bit more open than those in the smaller more close-knit rural communities.  Also, in some of the less urban areas, there are still some strong anti-immigration sentiments, and some races, particularly Middle Eastern and African can face some open resentment.  In general, though Norwegians can be a bit reserved, most are typically friendly and helpful, and once their trust is earned, they are a very warm and accepting people.

If you are attending school, you will probably need to attend an international school until your Norwegian skills are up to par.  If you have a good grasp of Norwegian and are just a little shaky, the school and teachers can probably help a little, but if you aren't at a level to understand most of what's going on, you'll probably need to attend a non-Norwegian school.  You may have better luck in certain parts of the larger cities, where there are very large immigrant communities, and many students from varied nationalities.  For kindergarten or very young primary students, they could probably get by in a Norwegian school, learning the language along with everything else.  And at the opposite end of the spectrum, many of the Norwegian universities teach Master's programs in English (though Bachelor's studies are mostly in Norwegian).

As for military service, it is mandatory for Norwegians to serve for a short time.  However, this is applicable to Norwegian citizens only.
