How long does it take to be released from Egypt?

Question

My fiance is waiting to get his release papers for the college and military, has been waiting over 2 months..how long does it take to receive the release papers from the embassy to be released, and if it matters...he's 25 but will have a birthday in Sept. I've heard that guys 25 and under has a hard time from the government there to be released.

Forgot to mention reason why he's going thru all of this is to come over in the US..after getting his passport renewed then applying for his tourist visa. Hope that helps..
