How long does it take to get a stafford loan and can school take money out to pay for the tution w/o consent?

I have not started school yet. I plan to start May 27. I applied for a stafford loan about April 19 and I am still wait... I meet all recirements I think for the stafford loan. So how long does it take to get any information so you can know if you got the loan or not...... Also I was online and it said that the school takes the money out to pay tution and fees before they even give you the money .....so I wanted to know if it was true. Can they really take the money out without your consent.
