Congress doesn't change DD214's the Bureau of Corrections for the service will do that if necessary or approved.  Admin errors shouldn't take too long but upgrades or changes are if approved and take months to go through the process.

It is not the job of Congress to change your DD214.  You would have to apply to the central military personnel command for your branch of service.
