You can put in the exact time and date you need to be there and it will let you know how to get there and when to leave. I'd give it some extra time though because they can sometimes be a bit optimistic!

Probably about 15 or 20 minutes.  From Victoria you'd need to get a circle or district line eastbound for two stops to Westminster, then change for an eastbound Jubilee Line train, take it two stops to Southwark and Waterloo Station is just upstairs.
