  1. The nearest tube station to Osborn St. is Aldgate East and according to the journey planner which you can find here :-

    http://www.tfl.gov.uk/

it will take between 26 and 40 minutes depending on which route/time you choose

    ..

  2. There is no tube in Romford. You'll have to get an overground train into London first.

  3. I would say that the nearest station to Osborn Street is Aldgate East, it is certainly a lot closer that Whitechapel.

From Romford, take the first London bound train at alight at Stratford. Cross to the opposite face of the platform and take the first Central Line train and get off at the next stop, Mile End (do not bother fighting for a seat, you'll be up again in three minutes.)

At Mile End, cross to the opposite face of the platform and take the first train that comes. Alight at Aldgate East.

Leave the station by the Whitechapel High Street exit, turn left and Osborn Street is either the third or fourth turning on the left.

The total time taken from getting to the platform at Romford until you get to Osborn Street should be 42-44 minutes.
