How long does it take to learn the basic art of 'Choi li Fatt' Kung-Fu?

If I'm learning on a bi-weekly basis for about say 4 hours. Cheers :-)

Why are you in a hurry? To learn a system of martial art can take several years depending on style, quality of instruction, and the time you devote to training. Just learning the basic curriculum takes years. Just be patient and enjoy the training. By putting a number to it could be setting your self up for disappointment because you if dont reach the level you want in that time frame might cause you to get frustrated and quit. I've seen this happen before. People learn at different speeds. But one should always remember that martial arts training is a life long journey, not a short trip to the beach. But if it's that important to you then ask YOUR instructor.
