There is npo reliable anser to this question.  you can mail it to Bolivia, and it should arrive there in a few days...but to bedelivered to the address in Bolivia could take a week, a month, or forever...if you need to send something important...use Fed-ex to be safe.

You should consider sending the letter through a different route.

What state do you live in?, if you live around the north virginia area or any area with a considerable Bolivian population, you'll find private Bolivian travel agencies. They do shipping too.

They've got much lower prices than Fedex.Also remember that Bolivia's mail system isnt based on zip codes and GPS routed mail delivery heheheheh.They have PO Boxes, which most of the time don't work.

If you go to one of those agencies, theyll simply mail it as bulk, organise it over there and reach the recipient by phone.
