  1. The big question is how deep is the water and where must the fill come from?

    A man made island may take a year or two if we have very shallow water  and nearby source of fill.

    Montreal built one from fill coming from excavation for their Metro (subway) and an excavation up on Mount Royal, for expo-67.

    Because it need not deal with high waves crashing over it, the island could be only a metre above river level, and the river was not extremely deep. It would have been impractical if water were 100 metres deep.

  4. It depends on the size, and how you plan on making it. If you want a smaller one tie together some plastic barrells cover it with a tarp and start moving dirt. you could have  a 100 ft by 100ft in a weekend that is 10000 sq ft
