How long does it take to send a fax, Russia announced they got a fax this morning ?

from the US with the details of the ceasefire, almost twenty hours after it was signed.

I don't know how Russians think, I would think someone taking twenty hours to return something they keep saying they want means the complete opposite?

There are very few fax machines in Russia. They are a backward nation.

So they probably got it late because the chap that received it had to get on a bicycle and take it to the local commissar.

Your god d**n question is so twisted and none could reply understanding that right! You have said that Russians received the fax which was signed twenty hours earlier THAT MEANS the fax was under hold for twenty hours in the US and was not sent immediately after it was signed! Worldwide the fax reaches in the same time for the same travel time of telephone message like the SMS you do in the mobile but the print copy may take a minute or so for a page! Many a time there might be problem on the network connections GARBLING THE MESSAGE and the same needed to be sent again by the sender!

As regards to Russia's scientific advancement everybody knows how they are advanced in the Spacecrafts including their LUNAR MISSIONS WITH MOON ROVER (LUNAKHAD) which picked up more materials FROM THE MOON SURFACE than all the Apollo missions of the USA!
