It must reach you within 14 days after you were caught speeding.

"Notice of Intended Prosecution must be sent to the registered owner/keeper of a vehicle (as shown on DVLA records) with a good chance of it reaching them within 14 days. In practice this means posting the notice by first class mail by the thirteenth day after the date of offence."

The quote is from Sufflok Police but the rules are the same for England and Wales forces.

Mind, it only applies to fixed penalty notices, rules for other types of prosecution are different.

If you were flashed by a camera, you don't have to get a ticket, as some of them have flash but don't take pictures. It's a commnon practice and locations of those mock-ups change frequently.

I recently work on an article for my weekly (here in Slovakia) about safety cameras and talked to a spokesperson of one England's Safety Camera Partnerships, who confirmed the 14 day limit.

He also told me about mock-up cameras. It happened to me while I worked in London. Flash at 3AM on an empty M20 with speed limit reduced due to "roadworks", you know, hundreds of cones for no reason... No ticket. And I had a British reg car.
