Depends on age.  

Most school buses are 40' long.  Kindergarden to Grade 5/6 the students are expected to sit 3 to a seat.  Depending on the laws in your state/province, that allows up to 72 passengers (not counting the driver).  Above grade 6, the expectation is 2 to a seat, which puts the seating limit at 48.  Some buses (flat nose ones, similar to transit buses) have a higher limit, as they can cram more seats in.
