First, you MUST have met in person at least one time during the past 2 years.  You both must be single.  If you have a Philippine marriage then you must get an annulment BEFORE he files for you.

You do nothing.

Your fiance in the United States does everything.  Assuming he's a US Citizen he's got to file an I-129F, I-864 and G-325A with the USCIS.

In about 8 months you'll be notified by the US embassy in Manila of the petition.  They'll send you a packet of information and forms to fill out.  After you return everything to the US embassy, and get a physical exam, you'll be called for an interview.

Expect it to take a year from start to finish.
