Assuming you are a US citizen, and depending on your son's citizenship, it takes from 8 to 17 years.  He's Priority 3.  Check the visa bulletin.....

The National Visa Center only gets the petition after it's been approved by immigration. They'll hang on to it until it becomes current or is valid for use to emigrate to the US. Yak Rider is right about the time it takes an F3 visa to become current. The NVC will begin to process it when it comes close to being current, so that you don't lose any more time waiting for an interview.
