If they are all new people, it is fair game to start whenever you would like. Probably give it a few days so you and everyone else learn their way around, but once that is done, you can go and introduce yourself and ask to casually hang out (Especially since everyone wants to get to know each other)

Try becoming friends in the first place so that it not like your forcing it upon them. When you feel like your friends give your number or even when they ask for it. GOOD LUCK
