  1. I was told 2.5 seconds when I was getting my license. So I just count to 3.  


  2. The rule is that you must come to a complete stop -- i.e. your tires have to stop turning altogether, and the front of your car has to be behind the crosswalk if there is one.

    Then you have to look both directions and proceed only when safe.
