Well a H2 Visa is for Jobs that an American citizen cannot perform.

If you are sure that and American Citizen cannot perform the position that you have open (which I personally find to be a false statement) call the immigration department to see what the process is to obtain an H-2 Visa.  I'm not sure if you apply or the person you want to hire.  Once here he/she can use it to optain another after a certain amout of time working with you. This type of Visa is very expensive.
